Tropical Smoothie Cafe has named Joe Sieve Chief Development & Growth Officer, effective July 27, placing a former Papa Johns executive at the helm of a franchise expansion effort that already spans 1,750 locations across 44 states and carries a pipeline of more than 900 future cafes.

Sieve's hire is a succession move as well as a growth play. Cheryl Fletcher, who led development at the Atlanta-based fast-casual chain for years, is set to retire at the end of August. The overlap period was designed to ensure continuity for a brand currently ranked No. 1 in the Smoothie/Juice category on Entrepreneur's 2026 Franchise 500 — a position it has held for six consecutive years.

Sieve's Track Record

Sieve comes to the role from Papa Johns, where he served as Chief Operations & Global Development Officer and helped manage a system of more than 6,000 restaurants across more than 50 countries and territories. That international scale distinguishes his background from most executives in the domestic fast-casual smoothie segment, giving Tropical Smoothie Cafe access to cross-market franchise development expertise as it pursues what the company describes as a long-term domestic expansion strategy.

Tropical Smoothie Cafe competes with chains including Jamba and Smoothie King in a category that has outpaced broader quick-service growth metrics in recent years.

For franchisee recruitment and site development, the executive hire sends a signal to prospective franchisees and real estate partners that the brand is investing in the infrastructure to absorb accelerated unit growth. As franchise development strategy shifts across the fast-casual sector, brands with pipeline visibility above 500 units typically require dedicated C-suite development leadership to manage deal flow, multi-unit agreements, and market-by-market real estate execution.
